Synopsis

This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. The Naval Surface Warfare Center, Carderock Division, Philadelphia, PA will procure a complete ignition system for main propulsion boilers on LHD-7. We intend to negotiate on a sole source basis with Frederick Cowan and Company 48 Kroemer Avenue Riverhead, NY 11901.

The Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1, there is only one responsible source and no other suppliers or services will satisfy the agency requirements, under the authority of 10 U.S.C 2304 (c)(1). This notice of intent is not a request for competitive proposals. However, all proposals received prior to 17 July 2012 will be considered by the Government. A determination by the Government not to compete this proposed purchase order, based on the responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
