Synopsis

This is sole source procurement and NASA/KSC intends to purchase the training from Rexel Incorporated of Melbourne Florida, an authorized distributor for Rockwell Automation. NASA/KSC has a requirement for On-Site Training on Rockwell Automation Programmable Logic Controllers (PLCs). Pursuant to FAR 13.106 (b)(1)(i), Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. Competition is impractical for the following reason: Rockwell Automation PLCs are currently being used in Ground Support Equipment (GSE) in support of the Ground Systems Development and Operations program. The Rockwell Automation PLCs provide complete compatibility to existing hardware equipment and software as implemented in Pad A and Pad B at Kennedy Space Center. To ensure systems are maintained properly and maximum compatibility with other systems is obtained, accurate and complete training on the PLCs is necessary. Rexel Incorporated is the local distributor of Rockwell Automation products and training. Rexel provides completely accurate training utilizing Rockwell Automation resources. There is no other source that can provide this training to NASA. The Government intends to acquire a commercial item using FAR Part 12 and FAR Part 13. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 25, 2012. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
